put your mouse down at the end of the screen and move it around till you see a 2 sided arrow, then hold down on your mouse button and pull her back up.

Yeh, do this if you unlocked the taskbar and moved it down.
But if it's not appearing as in not even hidden, then enter task manager (click Ctrl + Alt + Del) and then click File -> new task and enter explorer.exe.
If your task bar is missing hit your Windows key on your keyboard or hit Ctrl + Esc and see where the bar comes up at. You may need to drag it back down to the bottom or resize it.
All those idea's work... but one time My computer was just getting worn out from too much wear and tear and I actually had to use a windows repair disc to fix it... Was tough...
