I have my own feedback to provide for it, but I would also like to compare my thoughts with those of you. I'm kind of testing my own ability to review sites.
I think the text needs to be aligned better, probably reduce the size and use some kind of colum. The site also needs a background color as said above, and the header needs to at lease be centered proporly, if not replaced with something a bit more modern (not so 1997 ).
I would just start over from scratch, it's really hard to spare anything except for the content. They could use unordered lists for the navigation and spice the navigation up, too. Why is there a graphic of a lake for a site about a university? The site just seems very plain.
LOL! I'm not sure about the lake picture. I assume that they used what they could or the campus is or will be located near a like. But, yes you're right - the graphics need to be related to the information on the site.
Looks like the top background images' div isn't wide enough. The image is 750x200 and is cut off on your page. Like others said the page is super plain and you have alignment problems too. Its probably because of some widths are set right. Looking at your CSS file I see this:
