It's very easy to sign up, you simply need to provide the forum name, subdomain (what will appear in the URL), password, email address and the category of the forum. How good is free hosting? I do see a good number of people wanting for a fre host. What I have heard and seen is that free hosting is not good in a long rum for the webmaster. Anyways if you Google the keyword Free hosting providers, You'll get loads of them. I don't think that there is much to think about when its a free service.

My test forum is currently using PhpBB3, I think it looks good and the plugins/mods/themes they offer is adequate.

I don't think they have forums included but I can certainly recommend Weebly as a free host. Way better than at least two paid hosts I have tried.
