Does vps space given include the os installed? Meaning do we need to install OS on the space given or there is already a OS there and we can just install application on the advertised free space.

You wont get a vps for $20. It's not like a reseller account where it is just disk . bandwidth - its more complicated and more expensive.

A basic vps is disk / bandwidth / CPU allocation / memory allocation and more..... stick with a reseller for your budget.

To answer your question though - the OS and CP s already installed - its your logs and things like fantastico that takes up your disk space.
