Why do you always call for the help of moderators,they know their work pretty well?

I guess they can simnply determine whether the person is a spammer or not

They are not SPAMmers, they are SPAMbots. If you have a look at several forums, you will see this SPAMbot going everywhere to post the same message using multiple user account.

Moderators can determine, but are they doing their job?
