It depends on the stupidity (if you can call it ) of your targets ISP . You can use the nslookup utility in windows to see the reverse DNS for the targets IP (this can contain the address of the target or nothing at all ) . A better aproach to this is to traceroute the IP , the last few hops will give you an ideea about the location of the target, but nothing exact.
The only way to 100% get the name and address is to ask the ISP , and they only answer to police agents & co.
It's not possible to track the IP-address of the particular user...But hackers can do this using the IP-Address tracing program....You can prevent that by using the IP Hide program or software or use Proxy server , check the IP-Address at Ip-details you can check before and after use the Hide IP-Address.
