You should try webstyle, for beginners it helps with making banners... but once you get to the advance level, you are better off with photoshop or fireworks. Search download.com, there are other uself programs.

Photoshop rocks!!
you can do anything with photoshop, you can mix your photoshop work with imageready and dreamweaver so it's a powerfull tool

Flash is fun, but hard, learn photoshop and know it well before you begin flash! Flash is a very advanced and confusing program.

If you're just drawing both are easy to use. I would recommend flash though.
