I recommend Blumentals Easy GIF Animatorv3.4.Its powerful but at the same time easy to use.You can create animated banners,pictures and buttons.Also supports high compression for great quality images.

Dreamweaver which is mentioned but I like using vBulletin forums which contain clocks and stuff.

Some very sound advice up there.

Best tools (for your desire to create Animated gifs ???) are Imageready and Photoshop but they dont come cheap.

Opensource could be a good option. Just check Nvu for web authoring and stuff and The GIMP for a Photoshop kinda equivalent. Not bad for free stuff you'll see.

For BBs, the best is to learn PHP, MySQL and the beautiful world of databasing. With plenty of ressources all over the Web (INCLUDING here), should be like childplay. Learn to play with Apache and it's configs while you're at it, you'll do miracles.

But please, not TOO many animated gifs on your web designs and conceptions, just a friendly advice. It's just not very W3C (not that we always care what they say)
