Yeah I think there may be some confusion between the terms Web developer and Web designer. The techical skills are necessary for developers whereas the creative skills are seen in good Web designer work.

Yup, there are plenty of tutorials and stuff on the web. Best thing you can do is grab notepad and get tinkering
(I was always told its best to use notepad for the first 4 months or so so you actually understand the fundamentals of code)
