On Line Picture Editing Query

I'm starting on a Dreamweaver-based project that will involve Joe Public being able to upload his own pictures. How do I ensure he/she can publish them automatically resized/optimizes? Is there a server-side script or proprietery program available to achieve this? Appreciate any help possible.
