good-tutorials rocks i would rate it 10/10 because
it has so many usefull tutorials but, the other ones
i use are http://www.tutorialwiz.com they have
some decent tutorials
i also use good-tutorials because they have a large list and most of them are very clear for the beginners. i heard that pixel2life.com or something like that is also good, havnt used it though.
I've found that DeviantArt has some really good photoshop tutorials. Maybe not so much for web design, but if you're looking to learn photoshop, theres definitely some good resources there!
Yeah, also just seeing what every setting does - especially the different modes for layers, playing with masks, etc. Then when you get stuck look it up!
I've used a few others in a pinch just to get some ideas. For the most part anyone who uses photoshop is always looking for new ideas...if you type Ivan Raszl into google it will be the second link. I would post the link but I can't until I post 27 things around the site.
