Okay using PSP 9. When I use the selector tool on the color pallate it seems to work. However if I then select the text button the color switches back to the color it was before.
Take the tick out of "All tools" box directly under the colors, select your new colors you want to use and then put the tick back in the "All tools" if you want. This is what locks the colors from changing.
