Well this really depends on the type of logo that you are desiging it for.
If you are just using a regular pixel logo for websites, or letterheads then go with Photoshop, as it creates images in a pixel type setting.
Now if you need it to be cut out or need a vector size drawing use either illisturator, or corel draw, as these are made in vector points insted of pixels.
