I think so because if you have good, unique and eye catchy contents then user will visit your website again and again other wise no one will come return again to websites.

Lets not forget stuff like:

Taking your own pictures
Renaming the images to targeted keywords
Using alt or title text on images
Putting good tags on your articles
Targeted keywords in backlinks
Interlink between your articles

Information is right!

1. Web content - Should be unique
2. Building SEO website - reccomended
3. Publishing Articles - Articles is fine in submitting it in top 10 article directory
4. Press Release -should be done in launching new site
5. Forum posting - participate in a do follow forums esp. in having PR4 above
6. Blog posting and blog commenting - mild
7. Affiliate Marketing - agree!
8. Social Networks - gain traffic in twitter, facebook, youtube
9. Banner submission - Need budget
10. Pay per Click- Need budget be sure you know how to handled it

Having quality content (fresh and unique) together with creating quality of inbound links (social bookmarking and networking, article submission, etc) helps your site achieve the amount of traffic that you want.

Also remember about on-page optimization i.e.:

Title and meta tags optimization
Add alt attribute in <img> tag like <img src="abc.jpg" alt="abc" />
