If you are going to have a link on the home page that has a PR6 - then it does have SEO value (if it is a dofollow). Think of it this way, the homepage PR is a good indication that the directory is well maintained. It has greater possibilities to have its inner pages build PR overtime. It may have a low PR now, but surely it would augment its PR overtime.
SO as I always say, directory inclusions are very good investment for the long term
