I run a small business specializing in internet marketing and website development. I have toyed with the idea of outsourcing for the past 6 years, and everytime I do so, I get burnt. I do not mean to be prejudice but every overseas firm (outside of the US) in one way or another has really cost me more money in the long term supporting what was created than the money it saved me in the short term.
My suggestion is wherever you are, find a *LOCAL* web first that specializes in creating websites. Anyone who knows anything about building websites knows tools that are available to users in order to optimize your site. I wrote a blog post about free website utilities which help grade your website on an SEO level.

The site used to be involved with SitePoint, but broke off for some reason or another. You create a design contest, and announce a prize offering, and multiple designers all submit designs to your contest and you get to critique, ask questions / ask for changes, and then at the end of the contest you pick the best one that you like the most. It has been a HUGE money saver for my company and I can then offer better prices to my clients, which brings me more business.
