In reading that I've done, it says that javascript is not officially followed. So, if the links are in a drop down HTML menu, and when the menu is selected, javascript launches a new site, no, you will not get higher page rank.
If you alternatively use CSS and Javascript to display the links, I believe you'll actually have a lower page rank because it will look like you are trying to trick google (using CSS for drop down menus means you show and hide a div or other container type, and google says this is a big no no.
Moral of the story: Dont try to trick google, because I gaurantee that for every one trick you try to pull, they've seen it a thousand times, and they have a thousand people working at any given time making sure that only relevant links show up on their search engines.
The best way to develop page rank is to write good, useful content that people will link to. It isn't instant, but nothing good is.
