Default Relevant Links and Competitors

I want to exchange links with sites that are relevant to my own (web and graphic design), but that doesn't make sense to me because what designer is going to want to advertise a competitor (and why would I want to)?

I could do that, but that doesn't seem fair.

You may want to seek out organizations versus other designers which may have directories to which you can add. These are likely to have better rep/PR for linking.

Go for one way links then..

Buy them! or submit to article directories, do social bookmarking, social networking or forum sig links there are many other ways too..

One way links are more preffered my SE!

A Couple thoughts on this:

1) Outbound links can actually help your search engine rankings. This is a little known secret of SEO, but having good outbound links (not just inbound) gives your page juice.

2) An area that is often overlooked in getting link exchanges is the blogsphere. It is custom for bloggers to exchange link and it is a lot easier to get links from bloggers than it is from typical web masters. So this is an area to look to for your link building campaigns.

Best,
Ben.

Why advertising your competitor at your website, Are you getting any payments for doing so?

- I don't think so?

Exchanging links with the relevant and high traffic sites is a good practice. But advertising your competitor will give you nothing but an extra backlink to your competitor.
