Default CGI folder? Htdocs?

Hey,

I am new to creating websites, I know that htdocs is public and so pages that I want users to have access to pages I put in there.

If I want some sort of scripting code such as CGI to work on my site, does it have to go in GCI_BIN? How does that work? If for example, I created a html page does it have to call or reference a path to that cgi script located in CGI_BIN?
