I'm looking for a script that will let a user login and upload files to a server. Then will allow them later to login and download those files. kinda like an online file backup. encription would be nice. an admin control panel would also be nice (for adding/editing/deleting users, setting the size of there storage space.).

I'v been looking for days but all I have found is scripts to make a Rapidshare/megashare type site...

So why not get one of those opensource scripts and modify it to your liking?

This would be easy to write for even a novice PHP programmer. However, most do not have the time to write code for someone else for free. Best to find something thats out there, hack it to fit your needs.
