There is no "best" between the two. They are two different programming languages that do essentially the same thing. ASP works best on Windows platforms and works additionally with the .NET anatomy work. PHP is open source and was designed to be the ASP counterpart for the Linux platform.

PHP is more secure. ASP.NET is faster than PHP4. PHP5 and ASP.NET perform about the same. ASP.NET is known for exploits when running on IIS. PHP is cross-platform. ASP.NET is windows only.
