Default PHP, JS, or something else?

I have a js drop down quick links menu on every page on my website. I use BKreplaceEM to make mass changes, but I'd like to use one file embedded in my html and only update the one file when I need to make changes. I'm not really sure what should be used. I've played around with js and php with no luck. Should I be using something else?

I'm only so-so with php, but have learned everything needed so far.

Looks to me that it is just a jumble of letters which mean the values won't be as high as a good keyworded 5 letter domain.
