Default Echo table code in php..

I know this may sound simple, but please help me get this?

I need to put the text (pulled from mysql db) below the images in a table and all I am able to accomplish is next to the image either side. The table is dynamically generated so it's using a while loop to display the images inside the table.

The code for reference is near the very bottom of this page

For reference:
$row[element_1] = Text I displayed UNDER the images
$row[element_5] = URL to the image which is already displayed correctly

PHP Code:

<html>
<head></head>
<link rel="stylesheet" type="text/css" href="style.css" media="screen" />
<body>

<?php

/////////////////////////////////////////////// Background Color Changer Code //////////////////////////////////////////////

$background_color "#D5FFD5";
     break;

     case
0202:

// Ground Hog Day background color (dirty green) on 02/02
