Had some user trying to make a script in PHP and use it as a email bomb or spamming form my servers
is there away to restrict this? if I do this will things like phpBB be not able to sed out emails?

If you limit the php email feature, your other scripts like phpBB will not work properly... You may have to consider that....

Just ban that user that is doing the bombing and then trace his IP and submit it to the ISP about this.
Thats about all you can do because making php limited to certain features could seriously hamper your operations.
