I certainly agree with this. It's one of the barriers in India - communication. Indians are not actually good in English but there is a lot of very good talent available in India. The trick is selecting the good from the bad, as there are also large numbers of people who have poor skills and attitudes.
A great alternative to India for low cost staff members is Philippines ne particular advantage of the Philippines is that their accent when speaking English is a lot milder than in India, and closer to a US accent.
