I would think this is usually done through your control panel. If you check this and believe that you don't have this ability, you will most likely have to go through your host's tech support.

Is this a dedicated FTP server that you manage and have full access to, or a linux based webhosting service maybe? There are different processes for each type and we need some more information first.
