Hi,
I am a new member.....
I was reading an article and it said that a website was PR2, PR3, PR4, etc. What does that mean?

PR is short for PageRank. Basically, Google assigns a ranking from 0-10 for each webpage on the Internet.

PR is short form of Page Rank. Google give 1 - 10 PR to all web pages available on internet.
PR: Importance of that particular web page for Google

It is how Google determine a web pages "inbound link ranking" Often referred to as "PR" value.
