Newbie question about cc bill

Hi, I'm interested in becoming an affiliate but before I go any further into designing my web pages I need some basic info about receiving payments. Now, this may seem a silly question but I'm very confused about the whole thing and could use some clarification.

Am I able to sign up at cc bill by using a paypal account as means for receiving payments? Basically what I'm trying to ask is, am I able to become a webmaster without having to have a credit card?

At this time I have no credit card and only have a pay pal account. From what I understand so far I can set up my websites on the internet without a credit card but it seems the affiliate programs I want to get into want me to hook up with cc bill to create a payment program.
