fedora/Linux 5 security login (authentication)

hello,
I am running a Fedora 5 linux server. I cannot seem to get
authentication working.

here is the scenario I would like to happen.
when someone comes to the home page - index.html
I would love to have them log in, in order to get into the web site.
how can i do that. I know it was possible in RED HAT 5,6,7,8,9.

good and tested and documented information is greatly welcome.
