qmail and SpamAssassin

I have qmail and SpamAssassin running on a server which is catching most of the SPAM, but some users are wanting the ability to create approved sender lists. And, if someone is not on the list, they would like to be sent a notification the person would like to be added.

Apparently ***SUSPECTED SPAM*** in the subject line does not make writing rules in Outlook easy enough for some folks.

Any suggestions on how to implement this with qmail and SpamAssassin would be greatly appreciated.
