Get the Macromedia Suite. Its the best for web based apps. Torrents search and you'll find it. Then buy a License and you will be good to go.

Are you looking for a web authoring app like others have responded or a CMS system?

If you're looking for an CMS, PHP-Nuke is my choice:

Dreamweaver is the choice for web authoring, however it is not free..

<edit>First link in my sig is my php-nuke based site</edit>

Talking about CMS, I'd recommend Mambo [mamboserver.com]

For web authoring, simple Notepad is enough and it'll help you learn coding. Alternativly, you can use some text-editors with syntax coloring, which is helpful for begginers. Some comparision of web editors can be found on Wikipedia: en.wikipedia.org/wiki/Comparison_of_HTML_editors and there is also list of editors: en.wikipedia.org/wiki/List_of_HTML_editors

i don't know about free editors, the good ones are mostly expensive. so unless you want to steal.... actually. if you're willing to do a LOT of work regarding slicing and such (assuming it's a graphical site), you COULD use netscapec composer, sure, some may say it's a piece of crap, but i've seen some pretty decent things done with it, and if you're willing to do a LOT of precise measurement and manually editing every single table cell and such, you may wanna opt for that. and regarding cms... hmm. i hadn't heard of mambo server, and it looks pretty decent. i suppose it depends what you'd be looking for. i imagine phpnuke to be more gaming oriented, at least that's what i've seen it for most ,and it looks the best that way. mambo looks nice, like a blog oriented type of thing..ish. so for that, i might suggest mambo, unless you want to put a really nice skin onto phpnuke.
