CSS then move on to PHP and MYSQL.I personally learned PHP and MYSQL just as much as i needed to made different changes ,etc.But if you want to have control over your sites, HTML and CSS are a must.

I don't know when, but you should learn about Ajax also, it's powerfull, nice, and it's going to be important....

I suggest that you try CSS next, since it's almost similar to html (both are markup languages).
Or you can move in to programming and try PHP, if you want. You'll have a bit of trouble thought, if you have no background in programming.

I'll just reiterate what's been said before - Learn CSS!

But then remember - all of these things you mentioned are different technologies for DIFFERENT PURPOSES.

Sorry, don't mean to shout

But CSS is for design and layout. HTML is for content and structure. PHP is for programmatic details, and MySQL is your database.

Learn the technology because of the function if provides, depending on your requirements.

Does that make sense?
