Zymic is an excellent source, however they do require you to keep a backlink.

I think you will find that 99% of free templates have backlinks as a way for the creator to gain reputation. Remember you can find unique paid templates on the internet for very cheap.

Please do not advertise using file sharing programs to download copyrighted templates.

Wow, I never knew these existed. This is the same thing I've tried to accomplish with wordpress, but much nicer. Are there any programs for creating your own templates?

Well what I use to make my templates are the following:

Adobe Photoshop CS2
Macromedia Dreamweaver 8

And maybe paper and pen to sketch it out... pixel2life has some good beginner tutorials on creating/slicing your template in PS, and some advanced.
