Default Newbie needing help edit picture

Hi friends,
I have two pictures I'd like to make one. I have a picture of a man I'd like to put over a picture of a flag for a presidential candidate funny. The only way I can think to get him over the flag, though, is to use some sort of ""Paint"" application and trace around his body, then cut and paste. And I don't want to do that...is there anything that could make it look a little more...I don't know, artistic, rather than the pixilation caused by Paint?

I have just been learning how to work with background images in css. If you know css you can set one image as background and set the other on top of it. You would need someone more experienced to tell you how to do it though. Otherwise, I have Microsoft Picture it! Which is a cheap program I know but works well for me. If I want to layer pics and make it look more natural all I need to do is use the "edge soften" tool. If you can find an editor that does that it would be an option.
