Default Difference between Keyword stuffing & density?

Hi all, keyword density changes with the type of keywords. When the keyword is highly competitive, the website owner should focus on not more than one word per page. Pages with low competitive keywords then we would place 2-3 times. But i want to know what is Keyword stuffing and difference between Keyword stuffing & density please somebody describe?

keyword density means the number of times a keyword occur in a page content per number of words in the content. Say a keyword density of 0.2 means it occurred 20% of the contents.

While keyword stuffing on the other hand is excessive use of keywords. Usually comes in very high keyword density or stuffed densely in a paragraph sometimes repeating keywords in one line. It's not very SEO friendly for sure.

But the question remains: how many keywords is that and when does keyword targeting turn into SEO keyword stuffing?

Keyword density:Keyword density is the percentage of times a keyword or phrase appears on a web page compared to the total number of words on the page. In the context of search engine optimization keyword density can be used as a factor in determining whether a web page is relevant to a specified keyword or keyword phrase.
