New to Domains- how to buy??

My neighbor seems to believe that since i've made a couple websites, I know all there is to know. He would like to get a couple domain names for his site that he's building for his paintings and books. He says the domain is owned by someone else, and he'd like me to come into contact with the guy and offer him, but i'm not sure how i even go about looking them up. Sorry for such a newbie question, but i'd rather get information from the people who know.

www,internic,net and use whois

If the information is on who owns the name is withheld you can use a third party to contact the owners and make an offer to buy. www,godaddy,com are reasonable......

Its not possible to register the domain name which is owned by the other person until he offers you his domain and to know the domain history use whois.domaintools.com/

You can also make an offer to them, by contacting them thru who is.. Or like I have in the past used sedo.com

lookup there who is on internic.com , then it should tell you the whois registrar they for the domain, then go to whois.whateversite.com to lookup there name and phone number.
