Default Question about Domains

If I shift my Shared hosting to maybe a reseller or a dedicated hosting, do I need to operate my own DNS server? Or are there places I can look at that will offer this to me?

That you have to ask your host, try something like MyDomains, they offer DNS services as well. www.mydomain.com

Most reseller accounts i see aloow you to tie up with your host and then they manage the domain stuff you just do the selling. But of course if its a dedicated you may want to try cornelis suggestion.
