As a first-timer, I've recently downloaded and installed Foxserv. It installs the Apache server, PHP, mySQL and Perl. It worked fine the first time I used it without having to do any fooling around. I had no problem creating webpages that executed PHP scripts and communicated with the databases I created. I don't know if it's the best but it's free, which is always good.

Has anyone tried WAMP, for those who don't know
it is a form of mini-server that can run on almost any Windows Operating System it includes Apache 2, PHP 5 and MySQL preinstalled. PhpMyAdmin and SQLitemanager are installed to manage your databases.
It's definitely worth a try.
