You should choose adobe cs4 for designing this is an advance designing software. If you are fresher in designing then you should go with normal dreamweaver. This is user friendly.

Use photoshop for web designing, XAMPP server & dreamweaver for php & mySql programming, ASP.NET in MS Visual Studio. But at first you should have proper knowledge of HTML, CSS, Javascript & PHP.

On web designing I prefer using photoshop on editing the design and I am using Dreamweaver for coding. This is a very good combination! I love using them on my websites. They are really helpful and easy to use.
