Default Making a text file DB

Is it possible to use text files to create a sort of a DB?
Maybe something like

username.txt and then inside it will be the password.

Which they login in the program will look for the username.txt and match the passwords.

Can something like this be applicable?

yes, we can make database using txt files, that is called flat database, but it is recommmended not to keep things as password in such files, as it is vulnerable to hackers
