Is there any possible way of tracking an I.P Address to locate one particular computer and user, with out using police?

You would need to be gifted but anything is posible, what i would do to start is take the ip to Whois.com Home Page and see who it belongs to.

This is used for imformational purposes not intended for malicious way.

It depends on the stupidity (if you can call it ) of your targets ISP . You can use the nslookup utility in windows to see the reverse DNS for the targets IP (this can contain the address of the target or nothing at all ) . A better aproach to this is to traceroute the IP , the last few hops will give you an ideea about the location of the target, but nothing exact.

The only way to 100% get the name and address is to ask the ISP , and they only answer to police agents & co.
