If you are using ipfw, look into dummynet, which you can use to 'shape' traffic. ie add a pipe to give 50kb/s to FTP, 100Kb/s for HTTP etc.

I recommend setting it up on a test box first and becoming very familiar with it. It's a powerful tool.
