Personally I would suggest making the site from raw coding - it's much more useful to do it yourself as opposed to using some sort of editor. If not that, I would suggest using/hiring a web designer. But if for some reason, you can't or don't wish to do one of these, then the third thing to do would be to use FrontPage or DreamWeaver.

From my experience, Frontpage is a much more simpler program, and can cause some trouble at times. However, I would still recommend FrontPage as opposed to Dreamweaver if you only need it for a few times to use, FrontPage is probably better. It's somewhat cheaper and generally used more by novices.

Now Dreamweaver is a bit more advanced from what I hear. (though I haven't used it - I admit). However, every one I've spoken to who uses it tends to stick with it.

It really depends on the amount of effort you're willing to invest, how easy you learn, and which is more prefferable to your taste.
