First decide yourself that whether you are going to create website in ASP or JSP or PHP.
For ASP - MS Visual Studio
For JSP - NetBeans
For PHP - Adobe Dreamweaver and Xampp for MySql
Depends on the backend, the software needed for that and the method to connect with database will vary. So, first decide yourself in which language you are going to give interest.
