I agree with the comments about testing the customer service ticket tracking systems. Their response time is a good indicator of theri internal processes. Not the response to time to their automated email, but the one that actually answers your questions. Test them. Then decide.
We test for Uptime and WebSpeed of shared hosting accounts and Uptime, WebSpeed, CPU Speed, and Disk Speed of VPS accounts. We're considering adding a customer service metric also. It seems like it would be quite valuable based on the earlier posts.
